Richard is the principal of Hill & Associates in Geneva, Switzerland. He has an extensive background in information systems, telecommunications, negotiation, mediation, and conflict management.
Since 2013, his main activities are acting as arbitrator in domain name disputes, representing clients involved in UN labor law disputes, and providing telecommunications consulting relating to the International Telecommunication Union.
Richard was the Secretary for the ITU-T Study Groups dealing with numbering and tariffing issues, network operations, and economic and policy issues; he was the Secretary for the preparatory process for the 2012 World Conference on International Telecommunications and headed the secretariat team dealing with substantive issues at the Conference. He has facilitated numerous complex international negotiations regarding sensitive policy matters.
He has been active as a
domain name arbitrator and divorce mediator in Geneva and has designed and
delivered mediation training for commercial lawyers, doctors, nurses, and
judges. He has also provided
tactical and strategic consulting to parties involved in major ICC arbitrations.
He was an arbitrator and evaluator for the Willem C. Vis International
Arbitration Moot. He has published
extensively on mediation and arbitration.
He is a Centre for Dispute Resolution (CEDR) accreditated mediatior, has been trained as a mediator by the World Intellectual Property Organization (WIPO), has been trained and certified in family and victim-offender mediator and was for five years the labor-relations mediatior at ITU. He has taken law courses in Geneva and Lausanne, and has attended, spoken at, and chaired seminars accredited for continuing education by the UK Law Society. He has published papers on mediation and computer-related intellectual property issues and the standard reference book to X.435
has a long professional background in Information Technology (IT) and
was Department Head, IT Infrastructure Delivery and Support, at Orange
Communications (a GSM operator), responsible for delivering and maintaining the
real-time, fail-safe computing infrastructure for the company to support over
300 online agents and related applications such as billing.
He previously was the IT Manager at the University of Geneva.
to that, he worked at Hewlett-Packard's European Headquarters in Geneva,
Switzerland, in IT and Telecommunications.
He was the Western European Rapporteur for EDIFACT, responsible for the
organization of the EDI standardization efforts in Europe.
to joining HP, he worked as a Research Statistician for the A.C. Nielsen company
in Europe, a large marketing research company, and as a systems designer and
consultant for a small software company specializing Boston, Mass. that
specialized in applications for managing financial portfolios.
Prior to that, Richard worked in software development for M.I.T. and
holds a Ph.D. in Statistics from Harvard University and a B.S. in Mathematics
from M.I.T. Prior to his studies in
the U.S.A., he obtained the Maturita' from the Liceo Scientifico A. Righi in
